  • disclosed the change in emphasis in interpreting the corpus delicti;
  • he emphasized the growing role of the High Anti-Corruption Court in shaping law enforcement practice.

In his speech, he focused on the systemic flaws of the procedural approach, particularly the formulation of suspicions without specifying time, place, or person.
