EQUITY held the Naradcha PRO «Sanctions 2025»
Naradcha PRO, «Sanctions 2025» is a traditional event organized and  initiated by Oleh Malinevskyi, the managing partner at the EQUITY.

The discussion provided a platform for an in-depth, unbiased debate on the state's sanctions policy during wartime as well as on  how to balance security interests with the rule of law. The speakers included leading lawyers, academics, attorneys, and government institution representatives.

 «Sanctions are not just about state security. We must not lose sight of our fundamental legal principles. This event is an attempt to depoliticisee the topic and establish a legal basis for it,» emphasized Oleh Malinevskyi.

The discussion focused on both the Ukrainian and international contexts of sanctions. Andrii Ivaniv, counsel at EQUITY and chairman of the UAA committee on asset protection and investor rights, emphasised:«Conflicts are cyclical, and the best practices that Ukraine is developing today could serve as a model for other countries. Therefore, we bear a special responsibility: Sanctions law should not be a political weapon or an instrument of abuse.»

  • Natalia Kaminska, Doctor of Law, Professor, and Leading Researcher at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine
  • Sergiі Lysenko, managing partner at GRACERS and member of the UAA board
  • Olexander Kuznietsov, Managing Partner at ARMADA
  • Denys Shkarovskyi, Partner at VB Partners
  • Pavlo Velykorechanin: Deputy Head of ARMA
  • Vitaliі Kuznetsov: National Academy of Sciences of Ukraine
  • Oleksandr Moskaliuk: Ph.D. in law and constitutional law expert at the National University of Kyiv School of Law.

The participants emphasized critical gaps, such as the absence of judicial mechanisms for appealing sanctions and the lack of transparency in procedures and open registers, as well as the lack of sanctions compliance.

Systemic comments were also made:

  • Sanctions often replace criminal prosecution, destroying legal boundaries.
  • People are subject to  restrictions on their rights without a court decision, which undermines trust in the state.
  • There is a lack of dialogue between lawyers, academics, and legislators.
  • Ukrainian sanctions legislation requires  a clear legal framework and  must be aligned  with international standards.

Naradcha PRO  confirmed that Ukraine's sanctions policy should have clear, predictable, and responsible legal foundations. The legal community is the force that can build it.
